SZVEX Grid ("SZVEX", "we", "our", or "the Platform") is an independent energy-technology and research initiative being developed to provide energy analytics, public energy information, power-system research, grid-management technology concepts, forecasting, optimization, visualization, data organization, and potentially future commercial software and Software-as-a-Service ("SaaS") capabilities.
The purpose of this Policy is to establish principles, controls, responsibilities, limitations, and governance practices for the collection, receipt, organization, storage, processing, analysis, visualization, publication, forecasting, classification, and communication of information through SZVEX systems.
SZVEX seeks to maintain a clear distinction between information originating from external sources and information that is calculated, interpreted, classified, forecast, simulated, or generated by SZVEX.
SZVEX shall seek not to intentionally misrepresent third-party information as original information; present a private analytical classification as an official governmental classification; imply governmental, regulatory, corporate, or institutional endorsement without authorization; knowingly publish materially false information; intentionally manipulate official source data to create a misleading result; unnecessarily expose personal information; unnecessarily expose sensitive electricity-infrastructure information; infringe third-party intellectual-property rights; knowingly use information outside applicable permissions or licenses; represent forecasts or simulations as confirmed measurements; or represent research software as authorized to operate or control physical electricity infrastructure where no such authorization exists.
This Policy is intended to establish a responsible governance foundation during the current project/startup stage and to provide a framework capable of being expanded as SZVEX develops its legal structure, technology, services, geographic scope, and commercial activities.
This Policy is not a substitute for applicable law, a contract where a contract is required, a regulatory authorization, professional certification, legal advice, engineering certification, or a jurisdiction-specific compliance assessment.
At the effective date of this Policy, SZVEX Grid is an independent project/startup initiative. SZVEX should not be represented as a government entity, statutory authority, electricity regulator, system operator, transmission utility, distribution utility, generating company, or officially appointed national electricity-data authority unless that status has actually been obtained.
SZVEX may develop technology capable of supporting energy analytics, grid-management concepts, forecasting, optimization, digital twins, simulations, visualization, and other advanced electricity-system applications.
The development or publication of such technology does not itself constitute governmental authorization to operate, monitor, control, dispatch, modify, access, or interfere with electricity infrastructure.
If SZVEX is subsequently incorporated, registered, licensed, contracted, certified, accredited, or otherwise legally authorized to conduct additional activities, the applicable policies and disclosures should be reviewed and updated to accurately reflect that status.
No statement published by SZVEX should be interpreted as creating a legal status that SZVEX has not actually obtained.
SZVEX shall seek to operate in accordance with applicable laws, regulations, rules, contractual obligations, licenses, lawful directions, and relevant technical or industry requirements applicable to the activity being undertaken.
Because the Platform may eventually be accessible across different jurisdictions, the applicable legal framework may depend upon the location of SZVEX, the location of a user, the location of a data subject, the location and nature of the data, the purpose of processing, the technology used, the service provided, contractual arrangements, and the jurisdiction in which an activity occurs.
SZVEX therefore does not make a blanket statement that a single national legal framework automatically governs every activity of a future global platform.
For India-focused activities, SZVEX shall consider applicable Indian requirements relevant to the particular activity, including applicable data-protection, information-technology, cybersecurity, intellectual-property, consumer, contractual, taxation, and sector-specific requirements.
Where applicable, SZVEX may also assess requirements arising under the Digital Personal Data Protection Act, 2023, applicable Rules, notifications, commencement provisions, and other legally applicable instruments.
Legal applicability shall be assessed according to the actual facts and activities rather than solely according to the name or location of the Platform.
The fundamental SZVEX data-governance principle is:
Every material dataset should, where reasonably practicable, be traceable through this chain.
SZVEX seeks to distinguish between:
This distinction is a core governance requirement because the existence of a number, classification, forecast, visualization, or model output on the Platform does not automatically make that information an official government or regulatory determination.
Where factual information concerning electricity infrastructure is available from authoritative sources, SZVEX should give appropriate priority to those sources.
Depending upon the subject matter, relevant source categories may include:
Source reliability should be evaluated according to the subject matter, publication date, methodology, scope, and purpose of the source.
SZVEX should avoid treating every internet source as equally authoritative merely because the information is publicly accessible.
When SZVEX obtains information from a government or government- associated source, the underlying authority remains the source of that official record.
SZVEX may, where legally permitted:
However, SZVEX shall not represent itself as the authority that originally established, certified, approved, or regulated an official record unless SZVEX actually possesses the relevant legal authority.
SZVEX's default principle is to preserve the substantive meaning of source information.
SZVEX shall not intentionally manipulate an official capacity figure, operational status, ownership record, generation value, or other material factual value merely to make the Platform appear more accurate, larger, more successful, or more authoritative than supported by evidence.
Where SZVEX calculates, estimates, derives, normalizes, or transforms a value, the resulting value should be identified as derived where that distinction is material to interpretation.
Where reasonably practicable, SZVEX should maintain provenance information for important datasets and material public factual records.
A provenance record may include:
Provenance information is intended to improve traceability and transparency and should not be interpreted as a guarantee that every source or record is error-free.
The current SZVEX platform is focused on developing an India power-plant registry containing information obtained and organized from relevant source materials.
The registry may contain information relating to:
Any stated completeness percentage, coverage percentage, or dataset quality percentage represents a project-level estimate based on the identified source material and methodology at the relevant time.
Such an estimate is not a governmental certification of national completeness and shall not be represented as such.
Missing, newly commissioned, retired, cancelled, renamed, transferred, restructured, duplicated, or otherwise changed facilities may exist, particularly where source information is incomplete, delayed, or inconsistent.
SZVEX shall maintain a clear distinction between installed generating capacity and actual electricity generation.
These concepts shall not intentionally be interchanged.
A plant with 1 GW of installed capacity does not necessarily generate 1 GW continuously.
Actual generation may depend upon:
Accordingly, capacity-based SZVEX classifications must not be described as direct measurements of annual electricity production.
SZVEX has developed an analytical classification referred to as the SZVEX Power Zone Classification.
The current methodology is based on installed generation capacity.
These categories are SZVEX-defined analytical categories.
They are not intended to represent:
The methodology may be revised as SZVEX develops more comprehensive analytical or global classification systems.
A SZVEX Power Zone is not necessarily equivalent to a country, political boundary, administrative unit, or geographic region.
Depending upon the applicable methodology, a single analytical zone may contain power-generation assets located across multiple countries or jurisdictions.
Therefore, the appearance of India, China, the United States, South Korea, or another country within the same analytical zone does not imply that those countries constitute a political, regulatory, governmental, or legal zone.
The classification exists solely for the analytical purpose defined by SZVEX and should be interpreted according to its stated methodology.
Where SZVEX aggregates multiple generating stations, generating units, projects, companies, technologies, or geographic areas, the resulting value shall be treated as an aggregated analytical figure.
Where material, the aggregation methodology should identify:
An aggregate value shall not be presented as the capacity of an individual generating plant unless the underlying data actually supports that conclusion.
This distinction is particularly important for analytical classifications such as the SZVEX Power Zone system.
SZVEX shall seek to establish reasonable data-quality controls appropriate to the importance, sensitivity, and intended use of the information.
Potential quality-control checks include:
Where a source itself contains inconsistent information, SZVEX should avoid silently selecting a preferred value without documenting the basis where the difference is material.
Where appropriate, conflicting values may be flagged for review rather than presented with unjustified certainty.
Electricity infrastructure data is dynamic and may change after a source dataset has been published.
SZVEX does not promise that every record will be updated immediately after a real-world change occurs.
A power plant may change operational status, ownership, capacity, construction status, technology classification, or other characteristics before the relevant source dataset is updated or before SZVEX can verify the change.
Where appropriate, SZVEX may identify:
SZVEX does not establish a universal fixed correction deadline because source information may change continuously and verification may require review of authoritative materials.
SZVEX should provide an appropriate mechanism for reporting factual concerns regarding published information.
A correction request may include:
SZVEX may investigate the claim and may compare the allegation against source records, methodology, historical versions, and other reasonably available evidence.
A correction may be made when sufficient reliable evidence supports the correction.
SZVEX may decline or defer a correction request where:
Different legitimate sources may sometimes report different values for apparently similar information.
This may occur because of:
SZVEX should not automatically interpret a numerical difference as evidence that one organization is dishonest or incorrect.
Where a discrepancy is material, SZVEX may identify the relevant values together with the associated source, date, definition, or methodology so that users can understand the reason for the difference.
SZVEX should provide appropriate attribution to external sources where information materially contributes to public content and where attribution is required or appropriate under the applicable legal, contractual, or licensing framework.
Attribution may include:
Attribution does not itself establish endorsement, partnership, certification, sponsorship, authorization, or affiliation.
Similarly, citing an organization does not authorize SZVEX to claim that the organization has partnered with, approved, certified, or endorsed SZVEX.
SZVEX shall distinguish between factual information and third-party creative, literary, artistic, software, database, graphical, or otherwise protected material.
The fact that information is publicly accessible does not automatically mean that every representation, reproduction, redistribution, adaptation, or commercial use of that material is unrestricted.
Accordingly, SZVEX should avoid unnecessary reproduction of complete copyrighted reports, proprietary graphics, photographs without an appropriate legal basis, copyrighted maps, proprietary software, protected databases, copyrighted website layouts, third-party logos without a legitimate basis, or other protected works.
Where appropriate, SZVEX may instead provide attribution and a reference to the original source, subject to applicable law and licensing conditions.
SZVEX's own original software, visualizations, interfaces, methodologies, documentation, branding, and other protectable works may constitute SZVEX intellectual property to the extent recognized by applicable law.
Nothing in this Policy should be interpreted as claiming ownership of material that legally belongs to a third party.
SZVEX may refer to company names, organization names, product names, technology names, and other identifiers for factual identification, source attribution, research, comparison, commentary, or analytical purposes where legally appropriate.
SZVEX shall not intentionally create an impression that a third-party organization has endorsed, sponsored, certified, approved, partnered with, or otherwise authorized SZVEX where no such relationship exists.
The use of a company name and the use of its trademark, logo, trade dress, or other branding are not necessarily equivalent.
Third-party logos and protected brand assets should therefore be used only where there is an appropriate legal, nominative, informational, licensing, contractual, or other valid basis.
SZVEX is an independent project unless an actual governmental, regulatory, institutional, or contractual relationship is formally established.
SZVEX shall not state or imply claims such as:
Such statements should only be used where SZVEX has actually obtained the relevant authorization, certification, appointment, contract, or other legal basis.
The publication, organization, analysis, or visualization of government-source information does not itself establish governmental affiliation.
SZVEX may develop capabilities to acquire generation, demand, weather, market, grid-indicator, and other information through appropriate APIs, feeds, databases, sensors, or other data sources where access and licensing permit.
A real-time or near-real-time number displayed by SZVEX may represent:
The interface should identify the relevant status where that status is material to correct interpretation.
SZVEX shall not intentionally label simulated, estimated, delayed, or model-generated information as confirmed live operational data.
SZVEX is developing forecasting capabilities involving renewable generation, solar generation, wind generation, electricity demand, net load, day-ahead forecasting, intraday forecasting, rolling forecasts, and related analytical functions.
Forecasts are predictions based on available information and methodology at a particular time. They are not guarantees of future events or future system conditions.
Actual results may differ because of weather conditions, outages, market conditions, demand behavior, transmission constraints, fuel availability, maintenance, dispatch decisions, data quality, model limitations, and other variables.
SZVEX therefore should not represent forecast accuracy, forecast availability, or forecast outcomes as guaranteed unless an applicable contractual or technical framework expressly supports such a claim.
Where material, forecasts should identify relevant forecast horizon, model status, source data, uncertainty, assumptions, or confidence information.
SZVEX may use artificial intelligence and machine-learning systems for forecasting, anomaly detection, classification, data analysis, natural-language explanation, optimization support, scenario generation, visualization, research assistance, and other analytical functions.
AI systems may produce errors, unsupported conclusions, incomplete information, incorrect classifications, hallucinated information, or outputs that require further validation.
Where an AI-generated or AI-assisted output materially affects a public-facing factual statement, SZVEX should apply reasonable human, rule-based, statistical, or other validation appropriate to the importance of the information.
AI output shall not automatically override authoritative source information.
Where appropriate, SZVEX may identify AI-assisted content, model limitations, assumptions, or validation status.
AI-generated output shall not be treated as an independent source of legal, regulatory, engineering, safety, medical, financial, or operational authority merely because an AI system generated it.
Weather information may form an important input into SZVEX renewable- generation forecasting and energy analytics.
SZVEX may use appropriate meteorological data and APIs where access, terms, licensing, and applicable law permit.
Weather-related information may include:
Weather information is subject to spatial, temporal, measurement, forecast, and model uncertainty.
Energy forecasts generated using weather information therefore inherit uncertainty from both the meteorological input and the energy model.
SZVEX may research, demonstrate, visualize, simulate, or develop software concepts relating to energy and power-system technologies.
Potential areas include:
Publication or demonstration of research concerning a technology does not constitute certification, authorization, commissioning, operational integration, or control of physical infrastructure.
SZVEX may develop SCADA-, EMS-, automation-, monitoring-, simulation-, or grid-control-related research and software concepts.
Public-facing systems should be designed to avoid exposing unauthorized operational control interfaces, credentials, private network information, sensitive configurations, or other information that could create unnecessary security risk.
A demonstration interface shall not be represented as an authorized connection to a real utility control system unless such authorization actually exists.
Where appropriate, SZVEX should maintain a clear technical and organizational separation between these environments.
SZVEX recognizes cybersecurity as a fundamental requirement for an energy-technology and digital-information platform.
Security practices should consider, as appropriate:
Where Indian cybersecurity obligations apply, SZVEX shall consider applicable legal requirements and relevant official cybersecurity directions and guidance.
Security controls should be proportionate to the sensitivity, availability requirements, and potential consequences associated with the relevant system or information.
Electricity infrastructure may constitute critical or sensitive infrastructure depending upon the relevant legal, technical, and operational context.
SZVEX shall therefore exercise additional caution before publishing information that could materially increase physical, operational, or cybersecurity risk.
Public analytical information should, where appropriate, be:
SZVEX shall not treat the mere fact that information is technically discoverable as sufficient justification for publishing it.
Where publication could create a material and reasonably foreseeable security risk, SZVEX may restrict, generalize, delay, or omit the information to the extent legally and operationally appropriate.
SZVEX's primary power-plant registry is intended to contain infrastructure information rather than personal information.
Nevertheless, personal information may potentially arise through website accounts, contact forms, support requests, newsletters, employment applications, analytics, API accounts, customer records, feedback systems, or other future services.
Where SZVEX processes digital personal data in circumstances governed by applicable law, it shall assess and implement the requirements applicable to the relevant processing activity.
For India-focused processing, SZVEX may need to consider the Digital Personal Data Protection Act, 2023, applicable Rules and notifications, commencement provisions, and other relevant requirements.
SZVEX shall not collect personal data merely because it can technically collect it.
A separate Privacy Policy should describe the actual personal-data practices of the live website and services. This Master Policy does not replace a service-specific privacy notice where one is legally required or otherwise appropriate.
SZVEX should seek to collect only information reasonably necessary for a defined and legitimate purpose.
If a service requires an email address, SZVEX should not automatically require unrelated personal information unless there is a documented reason and applicable legal basis for doing so.
If an analytical service can operate using aggregated, anonymized, pseudonymized, or otherwise non-identifying information, SZVEX should consider whether such information can appropriately be used instead of identifiable personal data.
Data minimization should be considered during system architecture, product design, data-model design, collection, processing, and retention rather than only after deployment.
Where applicable privacy law requires notice concerning personal-data processing, SZVEX should provide information in clear, understandable, and reasonably accessible language.
Depending upon the applicable legal framework and actual processing activity, notices may need to describe relevant categories of personal data, purposes of processing, rights, contact mechanisms, complaint or grievance mechanisms, retention practices, and other legally required information.
SZVEX should maintain a separate Privacy Policy appropriate to the actual services being offered.
This Master Data & Information Governance Policy should not be treated as a substitute for a legally required privacy notice.
Privacy notices should be updated when material changes occur in the categories of data collected, purposes of processing, technologies, service providers, user rights, or applicable legal requirements.
SZVEX shall seek to apply reasonable security safeguards appropriate to the nature, sensitivity, volume, and potential consequences of the information being processed.
Depending upon the system, safeguards may include:
Security requirements should increase as information sensitivity, operational importance, privacy impact, or potential harm increases.
No security system can reasonably be represented as absolutely immune from every possible attack or failure. SZVEX should therefore avoid unsupported claims such as "100% secure."
Where personal data is processed, retention should be connected to a defined purpose and applicable legal, contractual, security, or operational requirements.
SZVEX should avoid indefinite retention merely for convenience.
Retention periods may vary depending upon:
A detailed retention schedule should be maintained separately when the scale and nature of SZVEX processing require one.
When SZVEX expands outside India, it shall assess laws applicable to the relevant service, jurisdiction, data subjects, processing activities, and international data flows.
SZVEX shall not state that it universally complies with every international privacy regime unless a documented compliance assessment supports the statement.
Depending upon actual activities, SZVEX may need to assess:
The applicability of each framework shall be determined according to the relevant facts rather than by simply describing SZVEX as an "international website."
SZVEX research shall seek to follow principles of honesty, reproducibility, transparency, attribution, non-fabrication, non-falsification, responsible interpretation, appropriate uncertainty, respect for third-party rights, and clear distinction between evidence and speculation.
SZVEX shall not intentionally fabricate a government statistic, plant record, forecast result, experimental result, research conclusion, source citation, or other material factual claim.
Where a result is hypothetical, estimated, simulated, model-generated, scenario-based, or otherwise uncertain, it should be identified accordingly where that distinction is material.
Research results should not be presented with a degree of certainty greater than reasonably supported by the available evidence, methodology, validation, and uncertainty.
SZVEX shall seek to identify regulatory requirements applicable to each product, service, dataset, technology, or activity.
Relevant areas may include:
SZVEX shall not claim regulatory approval, certification, accreditation, licensing, authorization, or appointment before actually receiving the relevant status.
If a future product becomes subject to sector-specific authorization, SZVEX should assess that requirement before offering the relevant regulated service.
SZVEX may provide research, analysis, visualization, or technology relating to electricity systems.
Electricity infrastructure involves potentially significant physical hazards. Information provided through SZVEX should therefore not be interpreted as a substitute for:
SZVEX shall not intentionally encourage users to physically interact with electrical infrastructure without appropriate authorization, competence, safety procedures, and legal compliance.
Users must obtain appropriate professional and operational guidance before undertaking consequential electrical, engineering, or infrastructure-related activities.
SZVEX may provide information relating to renewable energy, thermal generation, emissions, fuel use, energy efficiency, environmental impact, sustainability, pollution, water use, and environmental assessments.
Where environmental values are calculated, estimated, modeled, or derived by SZVEX, the methodology and relevant assumptions should be identified where material.
SZVEX shall distinguish between:
Environmental claims should not be presented as certified regulatory findings unless an authorized authority has actually made the relevant finding.
SZVEX may develop analytical systems relating to asset management, asset availability, predictive maintenance, operational risk, contingency analysis, reliability, reserve requirements, ramping, transmission constraints, and system security.
Such analytical outputs should be understood as research, informational, or decision-support outputs unless the relevant system has undergone the appropriate validation, authorization, certification, operational integration, contractual acceptance, and regulatory assessment required for its intended use.
A risk score, reliability estimate, asset-health indicator, contingency result, or optimization output produced by SZVEX is not automatically an official regulatory determination, engineering certification, utility instruction, or operational authorization.
Users should independently evaluate consequential decisions using qualified professionals, authoritative data, applicable standards, current operational information, and relevant organizational procedures.
